Each year, 600,000 inmates are released back into communities, and many are released with ongoing drug addictions (substance abuse within correctional facilities ranges from 74 to 82%; Keene, 1997). One of the strongest predictors of criminal recidivism is substance use (Bureau of Justice Statistics, 2005). Of those with substance use addictions/dependence, only about 10% even reach any type of substance abuse treatment. This suggests a large need for creative new types of screening methods to identify patients in need of treatment.
A major part of the Oxford House philosophy is that dependency is best overcome through an acceptance of responsibility. In Oxford House, each member equally shares the responsibility for the running of the House and upholding the Oxford House tradition. All aspects of Oxford House operations, from the acquisition of the house to the acceptance or dismissal of members, is carried out under democratic procedures. Each member has one vote and majority rule applies except that 80% of the members must agree in accepting new persons for membership. Another road where two houses sold for spectacular sums was Davenant Road, where price points of £2.15million and £1.8million were recorded on June 26 and August 14 respectively. A stunning home on Northmoor Road sold for £5.5million on February 23, a farmhouse built in the early 1600s and stands as one of the oldest houses in North Oxford on a tranquil street.
There may also be a need to buy more “staples” such as flour, sugar, coffee, etc. when a House starts up. Failure to adhere to any of these three requirements would bring the entire Oxford House concept into question. Therefore, it is important that each Oxford House meet these minimum responsibilities in order for its charter to be continued. All Oxford Houses have been careful to avoid undo dependence on government or other outside funds.
The application is then considered by the membership of the House and if 80% of the members approve, the applicant is accepted and moves in. If an applicant does not get voted into one house they should try another house in the area. A city-run Global Information Systems (GIS) website was used to gather crime data including assault, arson, burglary, larceny, robbery, sexual assault, homicide, and vehicle theft over a calendar year. Findings indicated that there were no significant differences between the crime rates around Oxford Houses and the control houses. For example, the landlord and phone company may require a security deposit and, while furnishings are generally donated, members will often have to rent a truck in order to pick them up.
